Pan-European Partnership for Excellence in Adult Education (PEPEAE)

A regional Pact for Skills initiative connecting the Mediterranean, Balkans, and Western Balkans to strengthen adult education and support lifelong learning across Europe.

The Initiative

PEPEAE brings together regions across EU Member States to strengthen the adult education sector and support the professional development of adult educators. The initiative focuses on improving access to lifelong learning, increasing participation, and aligning education systems with labour market needs. By connecting public institutions, educators, and industry partners, PEPEAE contributes to a more inclusive and skilled Europe.

The partnership focuses on:

Supporting a skilled and future-ready workforce of adult educators
Creating flexible learning pathways with micro-credentials
Strengthening regional and cross-border collaboration
Aligning education with real labour market needs

Key activities

PEPEAE will implement a series of strategic activities aimed at professionalizing adult educators, strengthening collaboration, and aligning training with labour market needs.

Professional development programmes

Training for adult educators in digital, green, and inclusive teaching, delivered through blended learning (workshops, online modules, micro-credentials).

Regional Knowledge Hub

A platform to share best practices, support collaboration, and connect with EPALE initiatives.

Cross-border collaboration

Roundtables, policy dialogues, and working groups to align education with labour market needs and EU priorities.

Skills intelligence

Research to identify emerging skills gaps and improve training programmes.

Outreach and advocacy

Campaigns, events, and policy engagement to promote adult education and expand participation.

Thematic working groups

Focus on key areas such as digital and green skills, inclusion, and innovation.

Partnership arrangement

Adult Education Institution Dante

PEPEAE will be coordinated by the Adult Education Institution Dante in Rijeka, Croatia. Dante is a leading organization in adult education with extensive experience in professionalizing educators, developing innovative teaching methods, and implementing EU-funded projects.
